APA owns 100% of the 2,029km Moomba to Sydney Pipeline system (MSP), which links the Cooper Basin gas fields at Moomba with the AGL Gas Networks receiving terminal at Wilton, south west of Sydney.

A number of laterals branch off the main line to supply regional centres in NSW, and the ACT. They are the Northern Lateral (a lateral from Young to Lithgow with branches feeding Orange, Oberon and Bathurst), the Young to Wagga Wagga Lateral, the Burnt Creek to Griffith Lateral, the Dalton to Canberra Lateral and the Central West Pipeline. The Interconnect (from Wagga Wagga to Culcairn), and the Central West Pipeline (from Marsden to Dubbo) also branch off the mainline. The Interconnect includes a bi-directional connection at Culcairn, linking the MSP with the GasNet Pipeline System in Victoria.

Gas delivered through the MSP services a diverse range of industrial, commercial and residential users in NSW and the ACT. Power applications make up a small but growing component of the current market.

THIRD PARTY ACCESS

When the National Gas Pipelines Access Code was introduced in 1998, the MSP was declared to be a covered pipeline under the Code.

In November 2003, it was decided that coverage under the Code should be revoked for the Moomba to Marsden segment of the MSP Mainline. This decision took effect on 20 April 2004.

MSP TARIFF STRUCTURE

The Reference Tariffs in the Access Arrangement apply only to services for transportation through the covered portion of the MSP. In particular, the Reference Tariffs do not apply for transport from Moomba to Wilton, or through the Interconnect.

APA has Published Tariffs for standard Firm Transportation services, which apply for transport services from Moomba and/or Culcairn to all delivery points on the MSP.

CWP TARIFF STRUCTURE

APA also owns 100% of the 255km Central West Pipeline (CWP), which links the MSP with regional centres in NSW including Forbes, Parkes, Narromine, and Dubbo.

An Access Arrangement for the CWP was approved by the ACCC in 2000. As a greenfields pipeline, the CWP Reference Tariff is designed to allow for penetration of gas into a new and growing market. As such there is no fixed reservation charge for capacity. The CWP Reference Tariff is charged based only on actual throughput. For the period from 1 July 2007 to 30 June 2009, the tariff is as follows:
